The vertical game of the reform between local governments and central government is about the strategy of “to reform” or “not to reform”; while the horizontal game among local governments is about the strategy of “to reform earlier” or “to reform later”. This article provides the conditions of changing game equilibriums and the detailed measures to improve the strategic benefit respectively.
